When you have your fan on the 2 lowest speeds, does it feel as weak as an elderly asthmatic lady blowing on you? The high speeds usually work ok though?Well, this could be the issue.

When these fail, it’s not allowing enough voltage to get to the actual blower motor and they don’t spin at the correct speeds when you set it to the low / medium fan speeds. these are located in the actual blower motor case behind your glove box, so it’s semi-easy to get to.

Bring your fan back to life to thaw your frozen feet or cool your sweaty forehead.
